Dear Representatives Simmons and Moore:


We are writing to extend our deep appreciation for your leadership on the Ensuring Access to Contraceptive Act of 2006, H.R. 4736.  As organizations committed to international family planning programs, we are delighted that the critical issue of contraceptive shortages in the developing world is beginning to get the attention it deserves. 


As you well know, more than 200 million women in the developing world wish to delay or end child bearing but do not have access to modern contraceptives.  In places such as Ethiopia, Haiti, and Pakistan more than one-third of married couples lack desired access to modern contraceptives.  By providing men and women with the contraceptives they desire to plan and space the size of their families, we can help reduce unintended pregnancies, abortions, and maternal and child mortality and raise their standard of living. 


The Ensuring Access to Contraceptives Act of 2006 transcends political differences by offering a sound policy approach to reducing the number of unintended pregnancies and abortions among women in the developing world.  Thanks to your leadership and the hard work of your staff, Members of Congress with vastly different beliefs about abortion have agreed on the goals of this bill.  This bill will go a long way toward helping women in developing nations who desperately want to plan the size of their families but are unable to obtain basic contraceptives, an unimaginable situation for women in the U.S. who can find birth control at their local grocery stores.


We look forward to working with you to garner additional Congressional support for your bill and, ultimately, assure its passage.
